DescriptionThe existing permission requirement for the import of live animals appears duplicative and unnecessarily burdensome, as additional controls such as import health certificates, release orders, and quarantine measures already address disease prevention and traceability. The very low number of annual applications indicates limited utility and suggests that the licensing regime may no longer be serving its intended purpose. International practice is increasingly shifting toward risk-based assessments and pre-/post-entry controls, making the separate permission requirement potentially redundant.
