DescriptionThe existing classification of cold storage businesses under retail or manufacturing categories for food business licensing by the IFA does not reflect the actual nature of their operations. As intermediary facilities within the food supply chain, cold storage businesses neither produce nor directly retail goods, yet are subjected to compliance requirements meant for those categories. This misclassification creates unnecessary regulatory and operational burdens, whereas international best practices provide a separate licensing category for cold storage operations.
