Introduce right to appeal against the decision of Provincial Quality Control Boards (PQCB)

Description		The existing mechanism does not provide an automatic right to appeal against decisions based on drug testing laboratory reports, even where testing errors may occur. At present, the Provincial Quality Control Boards (PQCB) retain sole discretionary authority to permit retesting, which may limit procedural fairness and transparency. This framework is inconsistent with international best practices and constitutional principles of due process and the right to appeal.
