DescriptionADs were required under the Foreign Exchange Manual (Chapter 14, Section 12(iii)(i)) to allow royalty and technical service fee (RTF) payments only if the concerned services could not be obtained within Pakistan. Since ADs lacked the sectoral expertise to assess whether a specific technical service was locally available, this requirement was practically impossible to implement properly and created arbitrary, inconsistent, and delayed processing of legitimate RTF payments.
