Description		ADs were required to analyse and make specific recommendations supporting their clients' requests for SBP approval to acquire services from abroad (Chapter 14, Sections 11(ii) and 12(vii)), including justifying why the service could not be sourced locally. Banks were not equipped to make such assessments, leading to delays, inconsistent recommendations, and a situation where ADs were effectively performing functions that were beyond their capacity and role.
