The requirement that ADs should allow royalty and technical service fee (RTF) payments only if these services cannot be obtained in the country

Description		ADs were required under the Foreign Exchange Manual to allow RTF payments only for services that could not be obtained domestically, and were further required to justify and make recommendations supporting each such payment when seeking SBP approval. These overlapping obligations placed RTF-dependent businesses in a difficult position, as banks were neither equipped nor positioned to assess the domestic availability of specialized technical services.
