The designation of ADs by SBP for certain payments should be discontinued

Description		Several categories of FX payments primarily relating to import of services and capital transactions required the client to first designate a specific AD with SBP approval before transactions could proceed. This designation process required one-time SBP approval and introduced an additional procedural step that delayed legitimate FX payments, particularly for clients wishing to transact through a different bank or AD without going through a formal change-of-designation process.
