DescriptionA risk-based screening framework is currently being developed and partially operationalized to replace the previous blanket vetting approach for all foreign investor security clearance cases. Under the proposed system, low-risk investors—identified through criteria aligned with trusted country lists and visa-on-arrival regimes—are intended to receive simplified and faster processing, while high-risk cases will continue to undergo enhanced due diligence. The objective of this ongoing reform is to gradually transition from uniform high-intensity scrutiny toward a differentiated, risk-based model that reduces delays for legitimate investors while maintaining national security safeguards.
