DescriptionIt is proposed to introduce legally binding time-bound approvals for security clearance processes, supported by standardized SOPs to ensure clear service delivery timelines and accountability across all relevant agencies. A single-window mechanism is envisaged to centralize application submission, tracking, and inter-agency coordination, thereby reducing reliance on manual follow-ups and multiple points of contact. The proposed framework also includes risk-based categorization with periodic review of security protocols to streamline low and medium-risk cases while maintaining robust oversight for sensitive categories and also expected to improve transparency, reduce discretionary delays, minimize opportunities for rent-seeking, and significantly enhance the ease and predictability of doing business in Pakistan.
