CCoRR reviewed the implementation of seven regulatory reform packages, with 76 reforms fully implemented and 232 on track, while directing departments to accelerate 243 off-track reforms and simplify processes before digitization.
Today, the Cabinet Committee on Regulatory Reforms (CCoRR) held its 12th meeting, chaired by Federal Minister for Investment, Mr. Qaiser Ahmed Sheikh with Federal Minister for Commerce, Mr. Jam Kamal Khan, SAPM on Industries & Production, Mr. Haroon Akhtar, and Coordinator to the Prime Minister on Commerce, Mr. Rana Ihsaan Afzal Khan, to review the implementation status of reforms endorsed at previous meetings.
The review covered all seven reform packages endorsed to date:
☑️ Of 558 reforms endorsed by CCoRR, 76 have been fully implemented and 232 are on track towards implementation.
☑️ 243 reforms remain off-track across 33 departments and agencies, with the largest concentrations at the Securities and Exchange Commission of Pakistan, the Capital Development Authority, and the Drug Regulatory Authority of Pakistan.
☑️ The Chairs collectively emphasized that real facilitation for businesses cannot come from digitization alone, departments must first simplify processes, eliminating redundancies and easing compliance burdens, before moving to digitize them. Digitizing a complex, burdensome process without simplifying it first does not constitute genuine reform.
☑️ The Committee directed all departments with off-track reforms to nominate a focal person and submit a consolidated response, to accelerate implementation and close outstanding gaps.
This progress review reflects the Government’s continued commitment to translating regulatory reform commitments into on-ground results, ensuring accountability at every stage and reinforcing Pakistan’s drive towards a more predictable, transparent, and investment-friendly business environment.
