Elimination of requirement of  CNIC of buyer in case payment is made through credit/ debit card

Reform Description  Before:   The customers who made a purchase exceeding PKR 50,000 were required to provide the copy of Computerized National Identity Card (CNIC) to the vendor, even if they made payment via credit/debit card.  

After:  Under the Finance (Supplementary) Act, 2022 the requirement of providing CNIC was abolished in case where the payment has been made by using a debit or credit card.

Details  Difficulty  Customers are required to provide CNIC for any purchase they have made above PKR 50,000. This condition was also applicable to the cases where the payment has been made by using debit or credit card whereas data of customers could be accessed by FBR from SBP/ commercial banks being documented. Such requirement was unnecessary and essentially was an extra compliance layer.  
Analysis  In cases where the record of the customer already exists (against the debit or credit card) the requirement of furnishing CNIC was an added burden on customers and hence was undesirable.  
Solution  Accordingly, in the Finance (Supplementary) Act, 2022 the requirement of furnishing CNIC was abolished in case payment is made using debit or credit card.
