Biometric verification for transfer of motor vehicles introduced

Reform Description Before: For the transfer of motor vehicles both transferor and transferee used to visit excise office along with the hard copy of the transfer deed.

After: Now, a biometric verification process has been introduced. The transferor can give the bio-metric verification receipt using the NADRA system and excise department can verify the authenticity of it using the shared database before transferring the ownership of the vehicles.

Details Difficulty Earlier a transfer deed was required for the transfer of vehicle ownership.  Both transferor and transferee used to visit excise office in person to validate the transfer deed. These processes were manual, inefficient, and caused a lot of hassle.
Analysis There was a need to digitalize the process so that the ease of process could be improved for the users.
Solution An online service was introduced in the “City Islamabad” app where users can virtually submit their Nadra Biometric verification receipt issued by any Nadra e-Sahulat centers in Pakistan. Now both the parties are not required to be physically visit excise office for the transfer of the vehicle.
