Details	Difficulty	The extraction of a wide range of minerals in the industry, combined with uncertainty in surface rent rates, resulted in a lack of consistency and fairness in the rent charged. As a result, some businesses were overcharged, leading to increased operational costs.
	Analysis	Through consultations, it was determined that a standardized system was needed, whereby minerals could be grouped and a specific surface rent rate assigned to each group.
	Solution	To allow a fair surface rent, a fixed rate was devised for each of the mineral categories.
